You may want to use a commercial document delivery service provided by Access Russia, which is located in San Francisco, California.. You can submit requests to Access Russia via OCLC.  A 1997 article by Ruth Dukelow, of MLC, gives more information on how to access this service through OCLC.

Andrigal Internet Library Service provides document delivery of Russian material published from 1986.  They are a commercial service, but their on-line Directory of Libraries of Russia and former-USSR is now open to public.  It contains information about 3000 major libraries: universal, academic/research, university/college, medical, etc. [e-mail to Andridal b/c it does not work 6/27/2001]

Eastview Information Services provides a for-fee document delivery service that specializes in documents from Russia and the NIS.  East View draws upon a vast network of offices and contacts in the former Soviet Union to provide document delivery services.
