Academy
- Panel headed by former Florida Congresswoman Tillie Fowler
- Committee discovered that the number of unreported rape incidents was
greater than expected
- Causes may include the Academy's culture and gender bias
- Inspector General should investigate the possibility of bringing
charges against the Academy's officials
- Greatest single need is confidential psychiatric counseling
