in thursday night's house of commons vote on the maastricht treaty.  the
independent on sunday: -- bosnia  opens  war crime  files the government in
sarajevo has assembled horrific evidence of atrocities.  observer: --howard set 
for u-turn on police home secretary michael howard is preparing a u-turn over
the most controversial proposals of sir patrick sheehy's report on police pay
and conditions, including fixed five-year contracts for junior ranks and
retirement at 60.  the sheehy inquiry, a blueprint for a police service ruled by
'market' forces, with pay dependent on results, has provoked an unprecedented
alliance of opposition.
