If you are familiar with how to find information about floor debates and votes, you can skip this section.

Overview: Just as hearings give lobby groups a chance to voice their opinions, the floor debates give the opinions of Members of Congress.

Congressional Record

Printed source: A record of these debates appears in the Congressional Record. But the Congressional Record is not a verbatum transcript. Members may edit and add material to their speeches that they never actually spoke on the floor.

Its call number is: J11.R, and it is located in the Documents Center. Use this link to see a picture of it and its location.

Congressional Universe

Web source: Congressional Universe indexes the Congressional Record by speaker, keyword, and date since 1985 and provides the full text. It can be accessed under Publications/Congressional Record

Congressional Universe is only available to University of Michigan students, faculty, and staff from campus workstations, from home using the University's private Ann Arbor phone number, or through the remote server.

Idea source: Although the Congressional Record search page has boxes for subject, speaker, and Congress, you can search everything together in the subject box. Examples: superfund and speaker (smith) and date is 03/20/2003 OR medicare w/10 kennedy and date is 7/18/03

Thomas

Websource: Since 1993, debates can also be searched on the Web in Thomas, which contains the bills, bill indexes, and the full text of the Congressional Record.

Floor Votes

Printed source: The best source is the Congressional Quarterly. Tables compare the voting records of Members of Congress.

The call number for the Weekly Report is JK1.C12 and the Almanac is JK1.C756. Both are located in the Documents Center.

Web source: Floor votes are also available on the Congressional Quarterly Weekly Report web site beginning in 1995. Access the search engine using the Floor Votes button in the upper corner of the lefthand frame.
