Isaac Asimov's Robot City Book #2: Suspicion (1987) 164 pages by Mike McQuay.
Picking up from where book one left off Derec and Katherine are stranded in Robot City. Not only that there is a dead human and by process of elimination the robots suspect them of murder. Along with that the city has gone out of whack trying to expand as fast as possible and this expansion is causing serious environmental risks that include torrential rains that threaten to flood the city.
The city has a central core program that the robots must obey and are unable to change. Derec and Kate must solve the mystery of the dead human and also get to the central computer and stop or at least slow the city expansion.
After reading book one I was prepared for this to be just the setup for book three. It was more of a complete tale while still advancing the overall story. The characters are growing on me, and I'm enjoying the series.
