BUT in water, the molecules with low kinetic energy lock into an open tetrahedral lattice in which each molecule is linked to 4 others by hydrogen bridging.
The spacing is related to the 105o angle of the hydrogen atoms and results in a lattice which is less dense than very cold liquid water
