Generally, you are safe in scanning paper documents printed by the federal government, e.g. Congressional Record, hearings, Foreign Relations of the United States. It is unclear whether you may scan United Nations printed publications that are distributed through the depository program (Official Records, Resolutions, letters) but you are probably safe.

You will probably violate copyright by scanning commercially-produced government publications (e.g. CIS microfiche of hearings or Readex microfiche of UN publications) or redistributing commercial electronic versions (Declassified Documents, National Security Archives.
