	The approach to developing the survey was: Develop master list of megasites Select sites to be reviewed Review literature about web site evaluation Develop list of criteria to be applied Organize and refine list of criteria Identify for which criteria information will be gathered by a review of the site online, and for which criteria it will be necessary to contact the site developers. Identify criteria for which it is appropriate to gather information in both manners. Determine method by which survey will be delivered. Initially, a draft of the survey was developed for the web, with the idea that site developers would be requested to visit the site online and fill it out. Ultimately, the survey was delivered via high priority e-mail, with followup messages at a week and two weeks. Refine text of survey This was done by substantial discussion within the Megasite Project Team, but heavily influenced by consultations with an outside expert in survey design.
